But as happened with the 2012 U.S.-brokered deal for Chinese and Philippine naval vessels to withdraw from around the Scarborough Shoal, China did not faithfully comply with the Doklam accord. If anything, China applied the Scarborough "model" to Doklam -- agree to disengage and, after the standoff is over, quietly send in forces to occupy the territory.
In effect, Beijing has shown Bhutan that India cannot guarantee its territorial integrity.
The Indian government recently told Parliament that the number of Chinese military intrusions into India's vulnerable borderlands jumped 56% in one year -- from 273 in 2016 to 426 in 2017, or more than one per day. 
Last year, China breached two bilateral accords with India by withholding upstream river flow data, which is necessary for flood forecasting and warning.

But the results of India-Iran cooperation proved less fruitful than expected as a result of Western sanctions, according to media reports. In this context, China is one of a handful of countries that has continued trade links with Tehran and is its largest oil client. China and India can complement each other on Chabahar Port construction. In addition, Gwadar Port in Pakistan, a flagship project of the China-Pakistan Economic Corridor, lies barely 100 kilometers from Chabahar. Given the extreme proximity of the two ports, stakeholders can share resources in the development of the two projects.

India's dilemma is neatly summed up in the U.S.'s National Intelligence Council report, 'Global Trends: The Paradox of Progress', "Geopolitically, [South Asia's] greatest hope is India's ability to use its economic and human potential to drive regional trade and development. At the same time, Afghanistan's uncertain prospects, extremism and violence in Pakistan, and the ever-present risk of war between India and Pakistan probably represent the greatest challenge to unlocking the region's potential."
 Recently, it was announced that the government was planning to raise nine ITBP battalions to "reduce the inter BoP (border outpost) distance" along the China border. Not only does this reflect an inadequate understanding of how the border is to be manned but completely ignores the existing deployment of the Army. A comprehensive and an integrated approach to border management could result in considerable savings.
The military must stop talking in terms of numbers, of squadrons, ships and divisions, and focus on capability.
There is a crying need to move towards greater integration among the three services and with the Ministry of Defence (MoD). The luxury of each service running its own training, administrative and logistics system is no longer affordable.
